An Introduction to the Flag Amendement

The Flag Amendment is in limbo before the United States Congress. When last voted upon it was defeated by one vote in the U.S. Senate. Since the elections of 2006 congressional leadership has refused to place the amendment on the congressional calendar. Supporters of the amendment must therefore play a waiting game until the complexion of congress changes. It is vital that the organizations supporting the proposed amendment keep the issue alive and before the voters in future elections. This obligation on the part of Legionnaires requires that all Legionnaires understand the issues which have surrounded the effort to protect 'Old Glory'.
CONGRESIONAL TESTIMONY BY PROFESSOR RICHARD D. PARKER OF THE HARVARD LAW SCHOOL (PDF) is probably the most reasoned and clear expression of the issues involved. Professor Parker's statement is therefore offered in toto as a primer for all who would support the Flag Amendment in the arguments and elections which surely lie before us. Keep in mind that all 50 states passed the amendment; they have subsequently been thwarted by a select few.
